RULES & GUIDELINES
Contestants entering this pageant must be born female, be at least 23 years of age by December 1, 2003 and be born or naturalized citizens of the United States. Marital Status, children and size are not and issue in this competition.

Contestants agree to submit all required materials and fees for their chosen competition/s by the official deadline and understand that failure to do so will result in disqualification for all contests for which materials are incomplete. Fees are payable by Paypal, or by personal check or US Postal Money Order made payable to Debbie Goldstein. Checks or MOs made out improperly will be returned and a replacement is expected within 14 days. Contestants whose checks are returned for any reason will be billed an additional $25.00 service fee.

Contestants, by entering this pageant, grant permission to the pageant, it's director, agents, licensees, representatives and/or sponsors to use her name, photographic, likeness, image, signature, voice, biography and the like for purposes of pageant competition and promotion.

Contestants understand and agree that the decisions of the official panel of judges is final. Contestants understand and agree to having their pageant scores posted on a password-protected page within this website if they are judged or named to be the winner of, or in the court of any 2004 Ms. Picture Perfect National Title.

Contestants understand and agree that the Ms. Picture Perfect US Pageant cannot and will not be held libable for any mail (this includes email and ground mail) that is lost, misdirected, mishandled or delayed for any reason. Contestants understand that shipping items to the pageant (such as photos) is done so at the contestants own risk.

Contestants understand and agree that a SASE with proper return postage must be included with any and all photographs sent to the pageant to be used for competition.

Contestants understand and agree that asking information about other competitors, their materials, and the like is unfair and will not be tolerated by the pageant. Contestants understand that the pageant will diviluge no information to contestants about their competitors.

Contestants understand that the pageant reserves the right to substitute those prizes listed on this website with those of equal quality or value and may do so at any time without any prior warning to those involved in competing in the pageant.

Contestants understand that the pageant reserves the right to alter it's timeline, deadlines, periods or judging, or dates for announcement of winners as it deems appropriate or neccessary. Contestants undestand that their time to prepare or submit items to the pageant will not be undercut by the moving deadline forward (ie: December deadline moved to October), rather any changes in timeline will reflect a delay, or given additional time for contestants to submit materials and make deadlines (ie: December deadline moves to February).

Contestants failing to submit part or all of their entry materials/fees prior to the official deadline will not be entitled to compete for a National Title. They may be scored a zero in each area of competition in which items are missing, or withdrawn for the competition completely. Failure to submit materials in a timely manner is not the fault or responsibility of the pageant or it's Director and does not entitle contestants to a refund or credit of their entry fee.

Contestants understand and agree that their names will not be posted on this site as an official contestant for any title until such time as all entry fees have been paid in full. Contestants understand they will not be listed as a contestant for the Dynamic or Social side titles as an official contestant until such time as all entry fees are paid and first update of contestant information is received. Contestants will not be listed as competing for the Envoy title until such time as any 1 person they have referred registers for, and pays in full the entry fee for the 2004 pageant.

Contestants are disallowed from representing themselves as a contestant in this pageant until such time as they are accepted as a contestant, and all entry fees for their chosen competitions have been paid in full.


PAGEANT POLICY
It is the policy of this pageant is use it's discression when reviewing and accepting contestants into the 2004 competition. Persons known to have displayed unsports-manlike conduct in the past to this, or any other pageant may be deemed ineligible to compete in this pageant. Unsportsmanlike conduct includes: speaking, writing, verbalizing or otherwise convey negative, malicious, slanderous, and/or untruths about any pageant and/or it's director/s, representatives, agents, sponsors, Queens, royalty, competitors and the like.

It is the policy of this pageant to post contestant's headshot photos as soon as they are available. Other photographic competition items will begin to be posted in or around October or November. No written items (such as contestants Personal Interviews, or Pageant Essays) will be posted until such time as all entry and materials submission deadlines has passed.

It is the policy of this pageant to hold in secret the identity of all pageant judges until such time as all judging has been completed and all judges have submitted their scores for all contestants to the pageant.

It is the policy of this pageant to have the winners of certain or all National Titles (whether they be the Main title, or one of the several available Side Titles) sign a pageant Queens Contract. This contract outlines the duties and responsibilites this queen is expected to meet while holding a national title with this pageant. Contestants understand that these contracts must be complete and signed by said winners and sent back to the pageant prior the the delivery of any prizes they have won. Those Queens who fail to live up to the terms of their Queens Contract will be stripped of their title and will be financially liable to repay the pageant the cost of their prize package. Those failing to make restitution for their prize packages will be persured legally for the value of said prizes/prize packages.

It is the policy of this pageant to ship any and all items to contestants through ground carriers that supply insurance and item-tracking. This is to protect the contestants items which have been shipped, as well as to protect the pageant from false claims of non-delivery from unscrupulous individuals.

It is the policy of this pageant to allow the reinging National Overall Queen (Ms. Picture Perfect US) to judge the pageant in year of her reign as long as she is not friends with, overly aquainted with, or overly familiar with any of the contestants competing in that year's competition.
